Relevance — does the business match the query?

A profile that selects "Restaurant" as a primary category and "Italian restaurant", "pizza restaurant", "delivery restaurant" as secondaries is relevant to a much wider query set than one with only "Restaurant" filled in.

Distance — how close is the searcher?

The single signal local SEO can't control. Google uses the searcher's device location (or the location named in the query — "plumber Austin Texas") to filter and rank candidates. A perfectly optimized profile in the wrong neighbourhood still won't appear for queries from across town. The lever is service-area targeting: define the radius accurately and don't over-claim coverage you can't deliver.

Prominence — how well-known is the business?

The catch-all signal. Combines review count and recency, backlink profile, mentions in local news and on directories, and the volume of search activity around the brand name. Prominence is what makes a long-established business outrank a brand-new one with an identical profile.
